From Group I of the Asia / Oceania Zone, Indonesia and Thailand advanced to the World Group Play-off, while Philippines and Uzbekistan were relegated to Group II. From Group II, Kazakhstan and Singapore were promoted to Group I.
From the Group I of the Europe / Africa Zone, Belarus, Bulgaria, Estonia and Ukraine progressed to the World Group Play-off, while Lithuania was relegated to Group II. From Group II, Great Britain and Luxembourg were promoted to Group I, while Egypt and Turkey were relegated to Group III. From Group III, Norway and Tunisia were promoted to Group II.
After the World Group Play-offs, Indonesia and Thailand were promoted to World Group II. Croatia, Germany, Slovakia, Czech Republic, Japan and Switzerland qualified for World Group II.
Belarus, Bulgaria, Brazil, Canada, Ukraine and Estonia retained their position in Zonal Group I. Australia and Slovenia was relegated to Zonal Group I.
In the quarter finals of the World Group of the 2004 Fed Cup, Austria defeated the United States by a score of 4-1. Russia defeated Argentina by a score of 4-1. France defeated Italy by a score of 3-2. Spain defeated Belgium by a score of 3-2.
In the semi finals, Russia defeated Austria by a score of 5-0 and France defeated Spain by a score of 5-0.
In the final, Russia defeated France by a score of 3-2. This was the fourth time that Russia won this cup.
