Introduction

The most important tournament in women's tennis at the national level was the Federation Cup. The 37th edition of this tournament was the 1999 Federation Cup. Overall, 95 countries took part in the edition.

In the 1999 Federation Cup, from the Group I of the American Zone, Argentina advanced to World Group II Play-offs,

 

while Ecuador and Puerto Rico were relegated to Group II. From Group II, Cuba and Uruguay were promoted to Group I.From Group I of Asia / Oceania Zone, Chinese Taipei advanced to World Group II Play-offs, while Pacific Oceania and Uzbekistan were relegated to Group II. From Group II, Kazakhstan and Singapore were promoted to Group I. From Group I of the Europe / Africa Zone, Romania and Slovenia advanced tot World Group II Play-offs, while Denmark, Portugal, Georgia and Yugoslavia were relegated to Group II. From Group II, Hungary, Morocco, Israel and Turkey were promoted to Group I. In World Group II, Belgium defeated Netherlands by a score of 5-0. Czech Republic defeated Belarus by a score of 4-1. Austria defeated Australia by a score of 3-2. In the World Group II Play-offs, Australia was promoted to World Group I, while Netherlands was relegated to Zonal Group I.

In the first round of the World Group I, Italy defeated Spain by a score of 3-2. The United States defeated Croatia by a score of 5-0. Russia defeated France by a score of 3-2. Slovakia defeated Switzerland by a score of 5-0. In the semi finals, the United States defeated Italy by a score of 4-1 and Russia defeated Slovakia by a score of 3-2. In the final, the United States defeated Russia by a score of 4-1. This was the sixteenth time, the United States had won the Federation Cup.
