In the 1998 Davis Cup, in the American Zone, Mexico was relegated to Group II from Group I. From Group II, Venezuela was promoted to Group I, while Guatemala and Jamaica were relegated to Group III. From Group III, Costa Rica and Dominican Republic were promoted to Group II, while Puerto Rico and Bermuda were relegated to Group IV. From Group IV, Honduras and Netherlands Antilles were promoted to Group III. In the Asia / Oceania Zone, Indonesia was relegated to Group II from Group I. From Group II, Pakistan was promoted to Group I, while Hong Kong and Pacific Oceania were relegated to Group III. From Group III, Kazakhstan and Sri Lanka were promoted to Group II, while Kuwait and Singapore were relegated to Group IV. From Group IV, Bahrain and Bangladesh were promoted to Group III. In the Euro / African Zone, Denmark and Norway were relegated to Group II, from Group I. From Group II, Belarus and Portugal were promoted to Group I, while Egypt, Georgia, Luxembourg and Monaco were relegated to Group III. From Group III, Greece, Togo, Macedonia and Turkey were promoted to Group II, while Cyprus, Madagascar, Malta and San Marino were relegated to Group IV. From Group IV, Algeria, Armenia, Benin and Zambia were promoted to Group III.
