Here’s a summary of the performance of Mexico at the 1991 Davis Cup

Mexico at the 1991 Davis Cup was not at all in form and utterly failed to bring back their past glory. Even after holding a position in the top 16, it failed to create any sort of magic. In the very first round, Mexico nearly missed its win while playing against the USA and hence with a demoralized self had to compete in the qualifying round. Even in the qualifying round, the lack of commitment and practice made them lose their position in the World Group. Hence, this was a drab year for Mexico at the 1991 Davis Cup.
